We attempt to accomplish this by daily featuring Literature artists from around the community that deserve the recognition, but are not getting it. Each day we will feature 5 deviations from the Literature categories in a News Article. Well technically anyone and everyone can use chakra but rock lee isn't a genius so he CAN use chakra BUT not to the extent of a true genius who can use ninjutsu or genjutsu techniques.
Nah, but he kicks ass still and explodes his chakra gates when he transforms! remember? That was the best fight scene ever!
